WARN_ON() propagates the result of conditional expression, and it can be
used to return early in the following expression in the arch_init_irq().
This is a no-op cleanup, except that compiler may optimize the error paths
better because WARN_ON() implies 'unlikely()'.

The function sets adjasted groups of bits in hub_irq_map by using
for-loops. There's a bitmap_set() function dedicated to do this.
Because [0, CPU_CALL_B_IRQ] and [NI_BRDCAST_ERR_A, MSC_PANIC_INTR]
ranges belong to the same machine word, bitmap_set() would boil down
to an inline wrapper in both cases, avoiding generating a loop, whth
the associate overhead.

MIPS: Allow modules to set board_be_handler
After making the brcmstb_gisb driver modular with 707a4cdf86 ("bus:
brcmstb_gisb: Allow building as module") Guenter reported that mips
allmodconfig failed to link because board_be_handler was referenced.
Thomas indicated that if we were to continue making the brcmstb_gisb
driver modular for MIPS we would need to introduce a function that
allows setting the board_be_handler and export that function towards
modules.
This is what is being done here: board_be_handler is made static and is
now settable with a mips_set_be_handler() function which is exported.

After removal of CONFIG_HAVE_MEMBLOCK_NODE_MAP we have two equivalent
functions that call memory_present() for each region in memblock.memory:
sparse_memory_present_with_active_regions() and membocks_present().
Moreover, all architectures have a call to either of these functions
preceding the call to sparse_init() and in the most cases they are called
one after the other.
Mark the regions from memblock.memory as present during sparce_init() by
making sparse_init() call memblocks_present(), make memblocks_present()
and memory_present() functions static and remove redundant
sparse_memory_present_with_active_regions() function.
Also remove no longer required HAVE_MEMORY_PRESENT configuration option.

Commit 775b089aef ("MIPS: tlbex: Remove cpu_has_local_ebase") removed
generating tlb refill handlers for every CPU, which was needed for
generating per node exception handlers on IP27. Instead of resurrecting
(and fixing) refill handler generation, we simply copy all exception
vectors from the boot node to the other nodes. Also remove the config
option since the memory tradeoff for expection handler replication
is just 8k per node.
