Update the *handle to amdgpu_ip_block ptr for all
functions pointers of hw_fini.
Also update the ip_block ptr where ever needed as
there were cyclic dependency of hw_fini on suspend
and some followed clean up.

Add the prototype to dump ip registers
for all ips of different asics and set
them to NULL for now. Based on the
requirement add a function pointer for
each of them.

Avoid returning an uninitialized value if we never enter the loop.
This case should never be hit in practice, but returning 0 doesn't
hurt.
The same fix is applied to the 4 places using the same pattern.

Simplifies the code so that all VCN versions will get the firmware
name from `amdgpu_ucode_ip_version_decode` and then use this filename
to load microcode as part of the early_init process.

[Why]
after the reset domain introduced, the sched.ready will be init after
hw_init, which will overwrite the setup in vcn hw_init, and lead to
vcn ib test fail.

set disabled vcn to no_scheduler
