Swapped out strncpy() for strscpy() in parse_uboot_commandline() while
copying to commandp. strscpy() makes sure the string is properly null-
terminated and gives a more useful return value so it's just a safer
choice overall.

The m68k architecture's source files do not require <linux/fb.h>.
Remove the include statements.

A couple of issues here. Firstly we already have a bootinfo.h that has a
prototype for process_uboot_commandline(), we should include that.
Secondly uboot_kbd is not used at all and can be removed. Thirdly the
conditional code based on CONFIG_BLK_DEV_INITRD means that sometimes
uboot_initrd_start and uboot_initrd_end are not needed. Make their
declaration and asignment conditional on CONFIG_BLK_DEV_INITRD same as
the code that uses them.

This patch fixes command_line array zero-terminated
one byte over the end of the array, causing boot to hang.

- Use pr_err_ratelimited() instead of deprecated printk_ratelimit(),
- Add dummies for validating format strings when debugging is
disabled,
- Convert from printk() to pr_*(),
- Correct printf()-style format specifiers.

The uboot command line support needs to be used by both MMU and no-MMU
setups, but currently we only have the code in the no-MMU code paths.
Move the uboot command line processing code into its own file. Add
appropriate calls to it from both the MMU and no-MMU arch setup code.
