When the IMU ucode is loaded by the PSP parsing the version that comes from
Linux will vary. Rather than showing the wrong data to kernel interface
consumers, avoid populating it in this case.

The `amdgpu_ucode_request` helper will ensure that the return code for
missing firmware is -ENODEV so that early_init can fail.
The `amdgpu_ucode_release` helper will provide symmetery on unload.

All gc v11_0_3 registers in gcvml2 range have different
register offset from the ones in gc v11_0_0. v11_0_3
imu_rlc_ram programming has to be separated from v11_0_0
implementation
