Most Kconfig options to enable a driver are in the Kconfig file
inside the relevant directory, move these two to the same.

Only select HMM_MIRROR will get kernel config dependency warnings
if CONFIG_HMM is missing in the config. Add depends on HMM will
solve the issue.
Add conditional compilation to fix compilation errors if HMM_MIRROR
is not enabled as HMM config is not enabled.
Remove unused function amdgpu_ttm_tt_mark_user_pages.

Replace our MMU notifier with hmm_mirror_ops.sync_cpu_device_pagetables
callback. Enable CONFIG_HMM and CONFIG_HMM_MIRROR as a dependency in
DRM_AMDGPU_USERPTR Kconfig.
It supports both KFD userptr and gfx userptr paths.

Add SPDX license identifiers to all Make/Kconfig files which:
- Have no license information of any form
These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:
GPL-2.0-only

Since KFD is only supported by single GPU driver, it makes sense to merge
amdgpu and amdkfd into one module. This patch is the initial step: merge
Kconfig and Makefile.

Even if CONFIG_DRM_AMDGPU_CIK is enabled.
There is no feature parity yet for CIK, in particular amdgpu doesn't
support HDMI/DisplayPort audio without DC.
