Improve xdp_metadata bpf selftest in order to check it is possible for a
XDP dev-bound program to perform XDP_REDIRECT into a DEVMAP but it is still
not allowed to attach a XDP dev-bound program to a DEVMAP entry.

Trying to add udp-dedicated helpers in network_helpers involves
including some udp header, which makes multiple test_progs tests build

This error is due to struct udphdr being defined in both <linux/udp.h>
and <netinet/udp.h>.
Use only <netinet/udp.h> in every test. While at it, perform the same
for tcp.h. For some tests, the change needs to be done in the eBPF
program part as well, because of some headers sharing between both
sides.

ASSERT helpers defined in test_progs.h shouldn't be used in public
functions like open_netns() and close_netns(). Since they depend on
test__fail() which defined in test_progs.c. Public functions may be
used not only in test_progs.c, but in other tests like test_sock_addr.c
in the next commit.
This patch uses log_err() to replace ASSERT helpers in open_netns()
and close_netns() in network_helpers.c to decouple dependencies, then
uses ASSERT_OK_PTR() to check the return values of all open_netns().

The easiest way to simulate stripped VLAN tag in veth is to send a packet
from VLAN interface, attached to veth. Unfortunately, this approach is
incompatible with AF_XDP on TX side, because VLAN interfaces do not have
such feature.
Check both packets sent via AF_XDP TX and regular socket.
AF_INET packet will also have a filled-in hash type (XDP_RSS_TYPE_L4),
unlike AF_XDP packet, so more values can be checked.

The function close_xsk() unmap via munmap() the wrong memory pointer.
The call xsk_umem__delete(xsk->umem) have already freed xsk->umem.
Thus the call to munmap(xsk->umem, UMEM_SIZE) will have unpredictable
behavior that can lead to Segmentation fault elsewhere, as man page
explain subsequent references to these pages will generate SIGSEGV.
