Yafang Shao 451b5fbc2c tools/runqslower: Use libbpf 1.0 API mode instead of RLIMIT_MEMLOCK 
Explicitly set libbpf 1.0 API mode, then we can avoid using the deprecated
RLIMIT_MEMLOCK.
