Ilya Leoshkevich 91d2ad78e9 s390/bpf: Implement signed division ...

Implement the cpuv4 signed division. It is encoded as unsigned
division, but with off field set to 1. s390x has the necessary
instructions: dsgfr, dsgf and dsgr.
