Linus Walleij 39bdd6bdad gpio: hisi: Convert to immutable irq_chip ...

Convert the driver to immutable irq-chip with a bit of
intuition.

The IRQ chip was unnamed which seems unwise, so we just
assign the name "HISI-GPIO".
