Add support for Xilinx XDMA Soft IP core as Root Port.

The Zynq UltraScale+ MPSoCs devices support XDMA soft IP module in
programmable logic.

The integrated XDMA Soft IP block has integrated bridge function that
can act as PCIe Root Port.
