Pull RISC-V updates from Palmer Dabbelt:
- Add byte/half-word compare-and-exchange, emulated via LR/SC loops
- Support for Rust
- Support for Zihintpause in hwprobe
- Add PR_RISCV_SET_ICACHE_FLUSH_CTX prctl()
- Support lockless lockrefs
