Luiz Augusto von Dentz cfb4c313be Bluetooth: vhci: Set HCI_QUIRK_VALID_LE_STATES 
This set HCI_QUIRK_VALID_LE_STATES quirk which is required for the likes
of experimental LE simultaneous roles.
