rpi-cmdline: do_compile: Use pure Python syntax to get CMDLINE

Otherwise the shell snippet fails with `bad syntax` when `CMDLINE`
contains special characters like `${...}` (useful to insert a U-Boot
variable in `cmdline.txt`).
