cpufreq: qcom-hw: fix dereferencing freed memory 'data'

Commit 67fc209b52 ("cpufreq: qcom-hw: drop devm_xxx() calls from
init/exit hooks") introduces an issue of dereferencing freed memory
'data'.  Fix it.
