Vlastimil Babka 70da1d01ed cpu/hotplug: remove CPUHP_SLAB_PREPARE hooks ...

The CPUHP_SLAB_PREPARE hooks are only used by SLAB which is removed.
SLUB defines them as NULL, so we can remove those altogether.
