Lukasz Czapnik 6128bbc7ad i40e: fix validation of VF state in get resources
commit 877b7e6ffc upstream.

VF state I40E_VF_STATE_ACTIVE is not the only state in which
VF is actually active so it should not be used to determine
if a VF is allowed to obtain resources.

Use I40E_VF_STATE_RESOURCES_LOADED that is set only in
i40e_vc_get_vf_resources_msg() and cleared during reset.

Linux kernel

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
