Peter Hurley ff8339dc16 tty: Replace inline #ifdef TTY_DEBUG_WAIT_UNTIL_SENT 
Add tty_debug_wait_until_sent() macro which uses tty_debug() to print
the debug message; remove inlined #ifdef.
